Price is always relative to what it means to the viewer, but I can't imagine he shouldn't be asking and could get more than $100 for that?
Be a neat piece to have hanging in your shop.
I don't think it is an award....likely some commemorative piece.....would be interesting to see the markings on the back to determine where/when it was made.
