I think part of it was because some guys were doing at the faircross, and it was easier to squeeze a 250 through those tight tracks than it was a 450. They're still underpowered though. Oh well.

But where are the 125, 144, 350, and 500cc racing? Yeah most "motorcycle" classes start at 125cc (if age), but that's just because the 125 is the first "big bike." The #38 has just as much ruleiness on deciding whether or not you can race a 300cc in 450C. 450C is listed as 251cc-unlimited. So...
