The economy is the biggest factor in whether people race and how often. Individual promoters and their tracks and methods determine WHERE and how that pool of racers is distributed.

Also, a big factor is how the sport has evolved over the years, in which you could once purchase a stock used bike or quad a couple years old, and race it and be competitive if you were a talented rider. Now the sport is a lot more money oriented where you have to spend thousands of dollars on trick stuff for your machine just to be competitive.
